Excellent work in highlighting the dilemma prison systems face across the country: either charge more for calls to keep taxpayer money from being used, or have cheap calls but be financed by taxpayers. The latter of the two is probably too politically risky to carry out, but at least these organizations are reaching for the middle ground.
