There's some nice reporting here, and the pictures really lend to the story.
It would be good to emphasize the idea that the shopkeepers are getting gouged by the landlords and find out how much they make from the holiday. Please find out if sales going up or down from year to year, by how much and why.
With just a little more reporting, this story would be a great candidate for UPI.com!

Good: This gives the reader a good understanding of one facet of Indian culture and how it is threatened from outside. These kinds of features enrich UPIU as well as UPI.
Needs work: The original had a lot of wordiness and repetition that could be corrected with careful self-editing. Also, it had local words such as Nawab and kurta that needed brief explanations for readers who may not be so familiar with India. Also, currency references should always be converted to U.S. dollar equivalents in parentheses.

10/19 Furquan: a definite improvement. Great research and great info-graphics. It might be nice to also have pictures of the browsers but I'll leave that up to you.
I've edited your story a little bit to smooth over some of the grammar problems and also cut out two sentences in your first two grafs to make the lede shorter and to the point. Please look my changes over for your reference.

-Make sure you include last names for Perwez and Kafil.
-what is an MCA?
-Did you cut out some of the quotes that you had in your previous version? I thought the quotes were quite good and from authoritative sources. Remember that you should acknowledge the reason you chose to quote the people that you do. Are they experts in the field? Why do their opinions matter?
