This is a very engaging story, but it's not a news story.
Is there any way to use the story of these two boys' deaths to get into things being done to make the roads safer?
Please start off with "what's next" -- national accident statistics are up or down and why highway officials say that's the case, and condense this story into about a paragraph.
You can then follow up with quotes from highway safety activists, other families who have lost loved ones, support groups, etc.

These statistics are very interesting ... can we credit them to a research organization? Also, can you please add the last names of the people whom you quote? In general, a news story cannot get published without all sources being named.
With just a little more work, this story would be a great candidate for UPI.com!
