This story needed more. More comments from parents and some of the children. More examples of how the center is helping the children in specific ways. More attribution to show the sources of the statistics.
The quotes in the story are very clinical and impersonal:
“The difficulties of the special children are complex, cumulative, multidimensional…”
"… can in turn prove developmental to their behaviour and improve their interaction quotient with the society…”
Highlighting programs like this usually makes a good feature, but a better focus would be the people being helped, and not so much the helpers.

This is a nice travelogue, but not a news feature. However, the last paragraph does contain information that could be the basis of a news story on the arson, the investigation and the damage it caused.

Good: You had a nice story to tell and wrote it in a literary style that made it interesting.
Needs work: You should vary your writing style and word choice so that you can say everything you want to say in a tighter style that is preferred in journalism.
