Good: The story raises the interesting dilemma of suppression vs. intervention in controlling gangs.
Needs work: The focus is confusing because the story jumps from suppression to other gang-related issues. Is Mesa following Decker's ideas? This is implied but not specified.
Good: This thoroughly covers the main issues in the dispute plus the background. The reader gets a solid understanding of the conflict.
Needs work: Small language problems crop up throughout the story, including extra words ("supervisors have been taken the place") and imprecise wording ("were in a breach of it").

Well-reported story with good quotes. Is there any way to broaden this to discuss if it's any different than surveys across the United States on the Latino population. If it's possible to add some of that information, it would be a great candidate to get published on UPI.com!
